Comprehensive Evaluation

In Year 8 of the AQIP Cycle, each AQIP institution undergoes a comprehensive evaluation to determine if it meets the HLC Criteria for Accreditation, and its commitment to the AQIP continuous quality improvement pathway. A team of peer reviewers conducts a Comprehensive Quality Review in preparation for an on-site visit.  The Review involves all steps and documents of the AQIP cycle over the previous eight years, but it focuses upon a Quality Highlights Report from the institution.  The Quality Highlights Report describes the improvements that have been made since the submission of the previous Systems Portfolio.  The objectives of the Checkup Visit are:

  • To verify that the institution has met the expectations of the Commission's Federal Compliance Program.
  • To affirm the accuracy of the institution's Systems Portfolio.
  • To examine the actions the institution has taken to capitalize on the strategic issues and opportunities for improvement identified by the last Systems Appraisal.
  • To assess the strength and direction of RRCC's commitment to systematic quality improvement.

Our next Comprehensive Quality Review Visit will be November 12 through 14, 2018.  Red Rocks Community College will conduct the following activities and produce the following documents.

  1. Student Opinion Survey
In August, 2018, we will receive a link to the student survey with specific dates as to when the link should be shared with students, when the survey will open, and when it will close. In September, 2018, we will share the survey link with all students.  The survey will be opened and remain open for ten days. In October, 2018, HLC will send the report from the survey to RRCC and the visiting review team members.

  2. Federal Compliance Overview
The Federal Compliance Report is an extensive worksheet addressing numerous requirements ranging from assignment of clock hours to credit hours, to review and use of federal scorecards and data.  The worksheet cuts across several areas of RRCC. We need to begin the Federal Compliance Overview this year so we can complete and review a draft by June, 2018.  This means collecting data by May, 2018.  Federal Compliance Reports are due 8 weeks before the CQR visit for transmission to the visiting team. That means RRCC must submit the report to HLC by Friday, September 14, 2018.

  3. Third-Party Comments
This is a special area of the Compliance Report that involves soliciting comments from RRCC external constituencies. RRCC determines the constituencies and appropriate media.  We send out notices and specify that comments must be sent to HLC no later than October 12, 2018 (four weeks before the start of the visit).  HLC staff will compile the comments and notices and send them to the visiting team and RRCC three weeks prior to the visit (by October 22, 2018).

  4. Quality Highlights Report
This is a brief (15 pages) report addressing what we have addressed and improved since the last AQIP Portfolio Review in 2016, accompanied by data documentation. We need to begin the Quality Highlights Report this year so we can complete and review a draft by June, 2018.  This means collecting ILEARN and other data by May, 2018. The Quality Highlights Report is due 8 weeks before the CQR visit for transmission to the visiting team. That means RRCC must submit the report to HLC by Friday, September 14, 2018.

  5. Multi-Campus Evaluation
This aspect will be new during the actual visit.  We will have one or more of our Peer Reviewers visit the Arvada Campus.  These reviewers will complete a form outlining findings arising from the visit. The purpose of this form shall be to inform the Comprehensive Quality Review team regarding the quality of the institution’s branch campus. The Peer Reviewer(s) will make no formal recommendation, and there will be no formal Commission action arising from the branch campus evaluation visit.
