Departments consciously discover from their successes and failures how to improve.
In my area, at least, they do.
I do not feel that all the departments’ work together.  There seems to be some personality conflicts with Department chairs that affect their relationships with other departments.  These need to be set aside.  Also some folks are just too negative
Departments work effectively as teams.
Varies from dept to dept and area to area.
