Existing Industry Training Grant Guidelines
  1. Companies receiving Existing Industry traininggrants must pay at least 40 percent of the direct training costs involved with the project. This demonstrates the company's investment in its own work force and eliminates frivolous grant applications.

  2. Training assistance is available only for, full-time, primary (dollar-importing) jobs that have significant career opportunities and require substantive instruction. Such jobs generate the needed return on tax dollars invested. Retail, seasonal, temporary and tourism jobs do not qualify for assistance. Existing Industry grants may not be used to pay wages or stipends to trainees.

  3. Priority for training assistance will be given to situations where training may prevent imminent layoffs or otherwise enhance worker retention.

  4. Training must not duplicate existing course offerings of Colorado community colleges or area vocational schools.

  5. Training must be job-specific and short-term, lasting no longer than the time required to provide workers with the job skill required by the sponsoring company. The Existing Industry program does not assist companies with normal continuing education needs.

  6. Companies may be required to return all or a portion of a Colorado Existing Industry grant if they fail to retain the jobs for which the grant was made.

  7. Financial information is required for companies seeking Existing Industry training grants. Such information is held confidential by the state. (In general, the program is not to be used as a "bail-out" measure to prevent the closure of businesses adversely affected by market conditions.)

  8. Eligibility for the Existing Industry program does not guarantee funding. These funds are subject to annual state Legislative appropriations. At times the grant process can become competitive.

  9. The community college or area vocational school will conduct an on-site monitoring visit of the training project at least once during the term of the training project. CCCOES will conduct a post-training monitoring of all projects with the grant administrator on an annual basis, and OED will monitor the businesses to determine the success of training in meeting goals and objectives.

  10. A final report is required of the company. A percentage of funding will be withheld if the company does not meet its job retention obligations. The final report shall include information confirming the completion of goals and objectives sought in the grant. Final payment will not be made until final report is received and approved by the state.
